Car shutters when braking

I took my car in to have the annual battery certification and have them diagnose a problem with my brakes. This happens almost daily on a small hill near my house, when braking to a stop my car will fairly violently shutter before coming to a stop. Sometimes it happens when hard braking or even light. It is unnerving at times as I am not sure I will stop in time. The dealer said everything was working properly so I have no idea what is happening. Anyone else have this issue?

When I went in for the 10k mile service the dealer asked if I had this problem. I never have but it sounds like your not alone.
