I have been thing things over. Assuming he pays for power, not his landlord why not convert your dedicated 120V circuit to 240V or 208V. I would do it is stealth mode and not involve an electrician. I would go to a big box store and buy a 20A double pole 240V breaker to match the existing panel and a 6-20R. The non locking one resembles the 120V 20A unit from a distance. The difference is the location of the horizontal blade. If the EVSE requires a different plug then I would make an adapter.

All of this assumes the new EVSE is on hand since the stock Lear unit is now useless.

My first Leviton 16A EVSE came with a 20A non twist lock plug. Twist locks are nicer since they can not separate by themselves but the non twist are much cheaper.
 
I use a 6-20R socket on one of my EVSEs and it works great. The EVSE is made by ReadyCharge and is really light so it doesn't put a lot of stress on the outlet. I agree especially in the Lutron style receptacle NOBODY recognizes the 6-20R as a 240v circuit.
 
All good ideas, thanks gents. The sub-landlord is cooperating so will report when done. It will be stealth as uber landlord was not going for it. So a little more stealth is not going to matter.
